Week 2 observations continued to document substantial producer/vendor vehicle presence throughout and adjacent to the market footprint. Numerous market-related vehicles were observed occupying curb space along the corridor, including areas traditionally used for loading activity and customer parking. Compared with Week 1, market activity appeared concentrated within a smaller portion of the closure footprint, while vehicle and curb-space utilization remained prominent throughout the surrounding area. These observations continue to raise concerns regarding the cumulative burden placed on an active business corridor that has already absorbed years of closure-related impacts, reduced curb access, loading constraints, and diminished customer parking availability. Similar concerns have been raised repeatedly in connection with the Hayes Street closure and remain unresolved. Given the relatively limited footprint occupied by market activity, we again question why alternative public spaces such as Linden Alley, Parcel K, the Octavia corridor, or Buchanan Mall have not been meaningfully evaluated as potential locations. The continued concentration of closures, events, vehicles, and related activities on the 400 block of Hayes Street places a disproportionate strain on a corridor that remains open to the public primarily to support local businesses and neighborhood-serving uses.
