Since 2023, HVSafe has corresponded with multiple City departments regarding the community bulletin board located on City-owned land at Parcel K. Throughout that process, we have consistently requested a neutral public bulletin board that is available on equal terms to all neighborhood stakeholders.

In February 2026, following additional correspondence and a Sunshine complaint, the City Administrator’s Office advised that internal discussions were underway and that a resolution was expected before the end of March. After more than three additional months without further communication or administrative action, we submitted the following request for an administrative remedy. Demand for Immediate Administrative Remedy – Parcel K Community Bulletin Board

We are writing regarding the public bulletin board located on Parcel K. In February, your office advised that internal discussions were underway and that a resolution was expected before the end of March 2026. More than three months have now passed beyond the City’s own timeline without any further communication or administrative action.

Because no action has been taken, a public-facing communications asset on City-owned land continues to operate under the exclusive control of a single private organization while active neighborhood policy questions remain before the City. Allowing this arrangement to continue creates the appearance that one private organization speaks for the community while other neighborhood stakeholders are denied comparable access to communicate with the public.

The City has now had more than sufficient opportunity to resolve this matter. It has not done so.

Accordingly, we are no longer requesting additional review. We are requesting a remedy. The current arrangement is no longer tenable because it does not provide equal public access and requires immediate action.

The appropriate remedy is the immediate authorization and designation of a neutral public bulletin board on or adjacent to Parcel K that is available on equal terms to all neighborhood stakeholders. We request that your office designate a point person to meet with our representatives at Parcel K to identify an appropriate location and coordinate the installation. We are prepared to fund, install, and maintain the bulletin board with our contractor at no cost to the City.
