This marks the 46th consecutive week of documented noncompliance. Conditions remain unchanged, with scooters, parked cars, and moving vehicles observed on the block. Adding to the list: bicycles weaving through the closure in direct violation of San Francisco Administrative Code § 94A.6, which requires prior permission for bicycle riding in Shared Spaces. We’ve yet to see any record that such permission exists. As referenced weekly, the faux “Hayes Promenade” brand continues to advertise itself as if it’s a city-sanctioned program; just a reminder if private advertising and rebranding are allowed under Shared Spaces, we’ll assume equal space for Open Hayes messaging too. Adding to the irony, Proxy hosted a lively evening event Saturday while the Hayes Street closure sat nearly empty. The contrast speaks for itself.
At week 46, all signs point to policy drift. This continued lack of enforcement of a clearly noncompliant permit deepens the policy failure and continues to damage community trust. It’s time for SFMTA to correct course and restore Hayes Street to its lawful, public use.
