Additional observed noncompliance concerns and operational issues included:• Barricades unattended; no staff observed at closure control points despite permit requirements
• Vehicles entered and operated within the closure area during permitted closure hours
• Numerous producer and vendor vehicles displaying Hayes Valley Farmers Market parking passes were observed throughout and adjacent to the market footprint, including loading zones and other customer-serving parking areas
• Physical objects and market-related materials observed within sidewalk areas
• Sidewalk space used for market activity in a manner raising questions regarding compliance with pedestrian-access requirements
Week 1 observations also documented extensive use of producer parking passes and substantial producer/vendor vehicle presence throughout the corridor. Multiple vehicles associated with market operations were observed occupying curb space, including loading zones and other customer-serving parking areas. Similar concerns regarding the cumulative loss of curb access, loading capacity, and customer parking have been raised repeatedly in connection with the Hayes Street closure and have not been substantively addressed.
