The Hayes Valley Entertainment Zone has entered its implementation phase. Following more than a year of correspondence and advocacy, we now turn our attention to how the program operates in practice.
When Hayes Valley was added to San Francisco’s Entertainment Zone ordinance in June 2025, many residents and independent businesses learned of the proposal only after it was already advancing through the legislative process. Throughout the following year, Hayes Valley Safe participated extensively in the review process through correspondence, review of successive Management Plan drafts, and advocacy for greater transparency, balanced representation, and accountability.
Following months of engagement with the Office of Economic and Workforce Development (OEWD), we submitted our final response to the revised Management Plan on July 10, 2026. While several operational revisions were made, our central concern remained unchanged: the final framework does not establish an independent mechanism for neighborhood representation or public recourse. Instead, coordination, communications, programming, and stakeholder engagement continue to rely primarily on the same affiliated organizations that supported and now operate the Entertainment Zone.
To document this process, we have assembled a chronological record of our correspondence regarding the Hayes Valley Entertainment Zone Management Plan. These materials trace the development of our position from the initial draft through the final adopted framework and are now available in our Communications archive.
Looking ahead
The Hayes Valley Entertainment Zone is now active, and its implementation will continue to shape neighborhood life through recurring events, programming, and public-space activations. As the program moves from planning to operation, questions surrounding governance, accountability, neighborhood impacts, and public recourse become increasingly important.
Hayes Valley Safe will continue documenting the implementation of the Entertainment Zone and maintaining a public record of its operation. Residents, merchants, and visitors are encouraged to share observations related to Entertainment Zone activities so they can be documented as part of the ongoing civic record. Where appropriate, concerns involving public safety, code compliance, or City services should also be reported directly through 311, or 911 in the event of an emergency. Community documentation and official reporting both play an important role in ensuring that neighborhood concerns are properly recorded and addressed.
