This weekend marked the 28th consecutive week of documented violations under Permit No. 1091787 for the closure of the 400 block of Hayes Street. As in previous weeks, the permit holder remains in breach of permit conditions, with continued use of unauthorized signage and no visible enforcement from your agency.
On Friday, traffic was significantly backed up on both the 500 block of Hayes Street and on Octavia Boulevard between Hayes and Grove. These impacts on surrounding streets are a direct consequence of the ongoing closure and should not be dismissed as incidental.
On Saturday, we observed a small group of parents and children playing within the closed street. Meanwhile, the Hayes Valley Playground, located just two blocks away, was completely vacant. This contrast highlights a point we’ve raised repeatedly: the issue is not a lack of public space, but the poor and misaligned use of existing public resources.
We also again observed unauthorized promotional signage, including branded “Hayes Promenade” cones and sawhorses. These materials falsely imply City endorsement and permanence, in direct contradiction to the permit’s temporary and contested nature.
We respectfully renew our requests that SFMTA:
- Revoke Permit No. 1091787 due to persistent, well-documented noncompliance.
- Direct the permit holder to immediately remove all unauthorized signage and branding.
- Issue a public clarification that this remains a temporary and contested permit-not a formal or permanent City program.
At this point, we believe your agency owes the public the courtesy of an explanation: why has this permit not been revoked? After 28 weeks of violations, the ongoing silence and lack of enforcement is edging into gross administrative negligence.
