Week 76 • Hayes Street Temporary Street Closure Permit No. 1316522 Noncompliance

Activity within the closure area itself again appeared limited relative to the surrounding corridor impacts and disruptions. After more than 76 weeks of documented operational inconsistencies, noncompliance concerns, traffic impacts, and ongoing public resource allocation, there still has been no clear public explanation as to why the 400 block of Hayes Street cannot be reopened and restored to normal public use on Fridays and Saturdays.

Additional observed conditions include:
• No active barricade management or lane monitoring observed
• Vehicles remaining parked within the closure footprint during operational hours
• No Temporary NO PARKING signage 
• Additional vendor and amplified activity extending onto adjacent sidewalks, including a band setup along the public sidewalk 
• Heavy surrounding traffic congestion observed along Hayes, Laguna, and Gough 
• Unescorted vehicle movement through the closure area during operational hours
• Cones were observed set up around a large chalk doodle in the center of the closure area, despite the continued absence of consistent emergency cone deployment throughout the permit term

We again call on the SFMTA Board to revoke Permit No. 1316522.
