During Week 66 of monitoring, conditions observed were consistent with previously documented patterns, including:• Continued lack of consistent on-site monitoring and active barricade management during closure hours
• Multiple instances of vendor activity, improper barricade placement, and lack of clear path-of-travel markings
• March 14, 2026: Large vendor event with on-site setup and public promotion/photography of attendees and activities by the permit holder (HVNA). In contrast, routine documentation of the closure conditions by residents and small businesses continues to face legal scrutiny from the permit holder (HVNA), highlighting ongoing concerns about the unequal application of permit expectations and the ability to perform basic civic oversight without risk of escalation
•No coordination with adjacent retail establishments or residents on Hayes Street regarding organized vendor/market events
These conditions reflect a continued lack of permit enforcement and oversight, despite repeated documentation and prior submissions. Accordingly, and consistent with our prior correspondence, we again call on the SFMTA Board to revoke Permit No. 1316522.
