This marks Week 64 of documented conditions on the 400 block of Hayes Street. Activation levels were limited and comparable to recent weeks. Despite reduced programming, core operational requirements of the permit were not met.
As documented in prior submissions, observed conditions include:
- Inconsistent or absent advance tow-away/no-parking signage
- No visible personnel stationed at barricades during closure hours
- Emergency access lane not clearly maintained at required width
- Ongoing use of public right-of-way without visible secondary permit postings; vendor activity appeared expanded relative to prior weeks
We also want to acknowledge the neighbors who have documented conditions on a weekly basis. Their diligence has ensured that the public record reflects what is occurring on the ground.
In recent correspondence, Shared Spaces staff confirmed that SFMTA does not maintain a dedicated enforcement team for roadway closure permits and that in-person compliance checks are infrequent and complaint-driven. That clarification confirms what 64 consecutive weeks of documentation already demonstrate: this recurring, taxpayer-supported street closure operates without proactive oversight. Accordingly, and consistent with our prior submissions, we again call on the SFMTA Board to revoke Permit No. 1316522.
