Regarding: Hayes Valley Community Bulletin Board on Parcel K 

This notice is issued on behalf of Hayes Valley Safe (HVS) and affected residents and small businesses in Hayes Valley.

For several years, HVS has documented concerns regarding the administration of the Hayes Valley Community Bulletin Board located on City-owned land at Parcel K. Those concerns, together with the related correspondence and public record, now present a broader governance question regarding the administration of public-facing communication resources on public land.

The Parcel K community bulletin board has, for several years, operated as a prominent public-facing communication resource while remaining under the exclusive administration of a single private neighborhood organization, the Hayes Valley Neighborhood Association (HVNA). During that same period, the board has been used to communicate information regarding neighborhood initiatives, including the Hayes Street closure. No transparent administrative framework has been identified that provides equitable access for other neighborhood stakeholders to communicate through this public-facing resource located on public land.The practical effect of this arrangement has extended beyond administrative process. Neighbors and small businesses seeking to communicate alternative perspectives regarding active neighborhood initiatives have lacked equitable access to the Parcel K community bulletin board. This experience has reinforced broader concerns regarding equitable participation, public engagement, and equitable access to neighborhood communication during active policy development and implementation.

Public communication resources located on City-owned land influence civic participation, public discourse, and confidence in neighborhood decision-making. Their administration therefore warrants the same standards of transparency, neutrality, and equitable access expected of other aspects of public governance. This notice is provided so that the City’s administrative record reflects that these concerns now form part of the broader governance and public-process issues previously identified by HVS.
