This page documents Hayes Valley Safe’s September 16, 2026 correspondence to SFMTA requesting clarification regarding parking passes displayed by vehicles associated with the Hayes Valley Farmers Market. The inquiry seeks to establish who issues and authorizes these passes, what parking privileges they provide, and whether any fees are collected for their use. These questions arise from recurring impacts on customer parking and business loading along the Hayes Street commercial corridor and remain unanswered by SFMTA.

Attention SFMTA:
As reflected in our weekly Farmers Market documentation, market-related vehicles have repeatedly been observed parked on and around the Hayes Street commercial corridor displaying “Hayes Valley Farmers Market Parking Pass” placards. We do not see these passes addressed in the Farmers Market street-closure permit, application, or approved site-map materials, and would appreciate clarification regarding their source, purpose, and authority.
Specifically:
- Who issues these parking passes, and what parking privileges, if any, do they provide?
- Are the passes issued or approved by SFMTA? Do they authorize vehicles to occupy metered parking spaces, loading zones, or other regulated curb space?
- What permit or other authorization, if any, governs the use of curb space by market-related vehicles outside the permitted street-closure footprint?
- Are any fees paid to SFMTA or another City department in connection with these passes or the associated use of curb space?
These questions are particularly relevant to the recurring impacts on customer parking and business loading that we have documented throughout the market’s operation. For reference, see a photograph of the parking pass here. Please provide a written response addressing the four questions above.
