Hayes Street Temporary Street Closure Permit No. 1091787 Noncompliance

June 25, 2025

Attention SFMTA:

Here are the block conditions and violations for this past weekend:

See all Hayes Street Closure Activity here.

We are submitting documentation for the 29th consecutive week of noncompliance under Permit No. 1091787 for the closure of the 400 block of Hayes Street. As with prior weeks, the permit holder remains in breach of key conditions, with no enforcement action taken. Ongoing: Unauthorized branded signage was again on display, including “Hayes Promenade” cones and sawhorses, falsely implying permanent status and City endorsement.

Activity on the closed block once again left the commercial core of Hayes Street feeling dormant. On Sunday, several neighbors independently commented on how much more vibrant the corridor felt when the closure was lifted and normal conditions briefly returned.

Given 29 consecutive weeks of documented violations, we renew our formal requests that SFMTA:

  • Revoke Permit No. 1091787 due to persistent noncompliance.
  • Direct immediate removal of all promotional signage and materials.
  • Issue a public clarification that this remains a temporary and contested permit—not a formal or permanent City initiative.

At this point, the agency’s silence and lack of enforcement is no longer merely an oversight, it has become complicity in the ongoing misuse of public space. We don’t know what SFMTA makes of the community continuing to document and report these violations week after week but from our perspective, it’s clear: there are no functional enforcement mechanisms in place. That failure has empowered a single permit holder to shut down a vital business corridor for a feel-good spectacle, week after week. It’s long past time to act.
